We have identified an issue with sending messages to candidates from the Monitor tool. This applies if you use the "Send message to all" option. The result is that only a few candidates (up to 20) will receive the message and the rest will not be delivered.
We are working on a fix for this issue and expect it to be solved later this evening.
Sending message to individual candidates is not affected.
